This error message is from HMRC.
HMRC are not expecting FPS, EPS or CIS submission for the company.
Check that the PAYE reference and the Accounts Office reference on the company are correct.
Either the scheme is closed, or it has not yet been opened.
If you have checked everything, your only course of action is to contact HMRC to understand why.
